Article (1): Action philosophy of scholarships and discounts system

Scholarships and discounts are awarded to students to achieve the following goals
  • Social dimension : To relieve the burden on some students who are financially and economically unable to continue their education.
  • Academic dimension : To encourage and attract scientifically and athletically excellent students to join the university, which raises the scientific level of the university and to give an example and motivate the rest of the university students to be scientifically and athletically excellent to gain those scholarships.

  • Economic dimension : To encourage some classes to join the university.
  • Developmental dimension and citizenship : to lift some of the burden on the people of Sinai to continue their education in order to develop this precious part of Egypt land.

Article (2): Rules of scholarships and discounts

Scholarships of North Sinai and Ismailia governorates’ residents
  • The people of Central Sinai enjoy a 100 % discount on expenses (free scholarships) at the Al-Arish branch, in addition to granting 250 pounds per month, provided that he is born in Central Sinai, his parents are of Central Sinai citizens and that he holds all pre-university: Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School from North Sinai Governorate, as a contribution from the university in the development of this important region of Sinai. For the student to continue obtaining this scholarship, he must obtain a GPA of at least 2.0 in the following years (The scholarships of Central Sinai students are available for the Faculties of Engineering, Information Technology, Administration and Information).
  • Cutting 15 % of the tuition fees for the students of Arish branch, of the residents of North Sinai, if any of the following conditions are met : • The student is of the residents of North Sinai and born in it (according to the birth certificate). • The student holds all pre-university certificates from North Sinai Governorate (Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School) • The student's parent (the father or the mother) is born in North Sinai (according to the birth certificate). • The student's parent is working in North Sinai Governorate, provided that he is insured by the social insurance for a period of not less than 10 consecutive years in northern Sinai by submitting a letter from the insurance authority or the employer stamped by the emblem of the Republic, indicating the work duration in the governorate).   For the student to continue to be granted this discount after his first academic year at the university, he must obtain a GPA not less than 2.0 in each academic year.

  • Cutting 50 % of the tuition fees for the students of Kantara branch, of the residents of North Sinai or Ismailia, for the colleges of information technology, business administration and information, if they meet any of the following conditions : • The student is of the residents of North Sinai Governorate or Ismailia Governorate and is born in it (according to the birth certificate) or the student’s parent is working in North Sinai Governorate or Ismailia Governorate provided that he is insured with social security for a period of not less than 10 consecutive years in North Sinai Governorate or Ismailia Governorate) subject to submitting an insurance letter from Insurance Authority or the employer sealed by the emblem of the Republic, indicating the work duration in the governorate) or the student holds all pre-university certificates from North Sinai Governorate or Ismailia Governorate, which are (Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School) from North Sinai or Ismailia Governorate, or the student’s parent (the father or the mother) is born in North Sinai Governorate (according to the birth certificate). For the student to continue to be granted this discount after his first academic year at the university, he must obtain a GPA not less than 2.0 in each academic year.

Second: Academic Excellence discounts

  • Students who have a certificate of (public or Al-Azhar high school) are granted discounts on tuition fees during the first year of enrollment according to the total degrees of the student in the public or Al-Azhar high school as follows :

The percentages of the total degree mentioned in the previous tables are reviewed annually according to the minimum total needed to apply to each college and decided by the Council of Private Universities.

  • The academically excellent university students on the various stages of studying shall be granted the following discounts distributed according to the segments of their GPAs:

The discount due to academic excellence is recorded for each semester separately according to the student GPA in the previous semester

  • After the first academic year and in the event that none of the students receive a GPA of 4.0, the student with the highest GPA in the specialization shall be granted a 100% discount on the tuition fees in the following semester, with GPA minimum of 3.6 for the students enrolled in the university at the fall of 2018 and beyond and GPA of 3.7 for the students enrolled in the university before the fall of 2018. In case two students are equal in GPA, the discount will be divided equally between both of them, and in case of more than two students are equal, the regular segments mentioned in the previous tables shall be applied.

Third: Discounts for some social classes

  • 1. 15 % discount of the tuition fees for the students who excel in sports, achieving the first three positions in the Republic championship, with submitting the supporting certificates which are approved by the Ministry of Youth and Sports or the Ministry of Education, for one academic year only
  • 2. 30 % discount of the tuition fees for those who achieve the first three positions in international tournaments, with providing the supporting certificates approved by the Ministry of Youth and Sports or the Ministry of Education for the student to continue to be granted this discount, he must obtain a GPA not less than 3.0 in the following years.
  • 15 % discount of tuition fees for sibling students except for the older student (regardless of their number) and in the case of admitted siblings in the same academic year, the discount is granted to the student admitted to the higher college in relation to the tuition fees and this discount is not related to the GPA. The older student does not deserve any sibling discounts in the event that the younger brother takes advantage of any discount associated with the GPA. The sibling discount is automatically canceled for the student who benefits from the discount in the following cases : • Sibling discontinuity • Sibling graduation • Sibling withdrawal • The final dismissal of the sibling • Postponing the study for the sibling
  • 25 % discount of the tuition fees for the children of the faculty teaching staff and other workers at the University of Sinai. For the student to continue to be granted this discount, he must obtain a GPA of at least 3.0 in the following years.
  • 15 % discount of the tuition fees for the children of current and former armed forces and police officers, for one academic year only.
  • 25 % discount for the children of martyrs, officers and non-commissioned officers, soldiers of the armed forces and the police. For the student to continue to be granted this discount, he must obtain a GPA of at least 3.0 in the following years.
  • 15 % discount of the tuition fees for the children of the faculty teaching staff in the Egyptian government universities, for one academic year only.
  • 5 % discount of the tuition fees in the event that the academic year fees is paid in full or an equivalent value of (35 credit hours) in the first installment, provided that this discount is additional to any discount determined by the bylaw .

Article (3)

  • It is not applicable to combine more than one discount for single student, and in the event that the student is entitled to more than one discount, the higher discount shallc v be applied, with the exception of only students who have obtained a discount by the community committee in addition to a discount determined by the bylaw.

Article (4)

  • The Prof. Chairman of the Board of Trustees may provide community-based scholarships, whether full or reduced scholarship and it is required for the continuation of the scholarships the student to obtain GPA of at least 3.0 as of the academic year 2018 - 2019 and 2.4 for the students enrolled prior to that.

Article (5): The Implementation process of free and reduced

  • Free and reduced scholarships are given to Egyptian students only.
  • The Office of Scholarships and Discounts shall register all scholarships and discounts of all kinds in accordance with these bylaws.
  • The Office of Scholarships and Discounts will lower the bylaw discounts based on an approved and stamped statement from the Registration Department indicating that the student is entitled to the discount.
  • The financial department reviews scholarships and discounts prior to activating them on the system, and in case of an error, the Scholarships Administration to be referred to for review, provided that any amendment or deletion shall be made through the Scholarships Administration only.
  • It is not applicable for the student to register excellence discount in the public or Al-Azhar high school for a student except for the first academic year only.
  • Scholarships and discounts for the old students shall be applied to the second and fourth installments of each academic year.
  • Scholarships and discounts for the new students shall be applied to the fourth installment in accordance with the rules established at the university, provided that the student regularly attends university at the two academic semesters (fall - spring).
  • The excellence discount of GPA shall be granted to the student regularly attending the university and is canceled with a retroactive effect and to be paid as a debt if the student withdraws, and to be effective to the students enrolled in the university in the academic year 2020/2021.
  • Scholarships and previous discounts shall be for two semesters: autumn and spring, and they do not include the summer semester (Summer).

ARTICLE (1)

The Philosophy of Applying Grants and Discounts System

Grants and discounts are provided to students to achieve the following objectives:

  • The Social Dimension: to lift the burden off the financially incapable students to further their education.
  • The Academic Dimension: to attract and encourage academically and athletically inclined students to join the university and to motivate other students and set an example for them of academic and athletic excellence to get such grants; such motivations help in improving the scientific and educational level of the university.
  • The Economic Dimension: to encourage students of certain sections of society to join the university.
  • The Development & Citizenship Dimension: to lift some burden off the students of Sinai to further their education to develop that precious region of Egypt.

Article (2)

Grants and Discounts System

First: Grants and Discounts Aimed at the Students of North Sinai and Ismailia Governorates:

1- Students of Central Sinai can benefit from a 100% discount on the total fees, which are:

  • Tuition Fees
  • Administrative Fees
  • Registration Fees
  • Student Services Fees

This is in addition to 250 L.E. that is disbursed by the university to the student, provided that he/she was born in Central Sinai and granted all his/her pre-university degrees (primary, preparatory, and general/Azhar secondary) from North Sinai Governorate. This aims at contributing to developing that important part of Sinai.

This total discount continues for the following academic years of the student only in case that his/her CGPA is (2) or higher. This discount is available at:

  • Faculty of Engineering
  • Faculty of Information Technology
  • Faculty of Business Administration
  • Faculty of Mass Communication

 

2- Students of North Sinai Governorate can benefit from a 15% discount on the total fees if one of the following conditions is met:

  • He/she was born in North Sinai Governorate.
  • He/she was granted all his/her pre-university degrees (primary, preparatory, and General/Azhar secondary) from North Sinai Governorate.
  • His/her father or mother was born in North Sinai Governorate.
  • His/her father or mother has worked in North Sinai Governorate for a minimum of 10 years. In this case, a sealed statement from the Social Insurance Office (or from the employer) that indicates the period of employment is required.

This total discount continues for the following academic years of the student only in case that his/her CGPA is (2) or higher. This discount is available at all the faculties of Al-Arish Branch.

 

3- Students of North Sinai and Ismailia Governorates can benefit from a 50% discount on the total fees if one of the following conditions is met:

  • He/she was born in one of the two governorates.
  • He/she was granted all his/her pre-university degrees (primary, preparatory, and General/Azhar secondary) from one of the two governorates.
  • His/her father or mother is born in one of the two governorates.
  • His/her father or mother has worked in one of the two governorates for a minimum of 10 years. In this case, a sealed statement from the Social Insurance Office (or from the employer) that indicates the period of employment is required.

This total discount continues for the following academic years of the student only in case that his/her CGPA is (2) or higher. This discount is available at Al-Kantara Branch only in:

  • Faculty of Information Technology
  • Faculty of Business Administration
  • Faculty of Mass Communication

Second: Grants and Discounts Aimed at Gifted Students in the General or Azhar Secondary School Degrees:

Gifted students that have their secondary (general or Azhar) school degree in the same year of applying to the university can benefit from a discount only for the first year of joining (only the first two semesters, not the Summer Course) according to their total score in the secondary (general or Azhar) school degree. The percentages according to which discounts are granted are revised annually according to the minimum score required for joining each faculty, as stipulated by The Supreme Council of Private and National Universities. Also, a detailed table that indicates the percentages is prepared annually.

Third: Grants and Discounts Aimed at Gifted Students in the University:

This discount is canceled retrospectively and paid as a debt in case the student withdraws from the university.

Fourth: Grants and Discounts Aimed at the Top Student of the Faculties:

In the case that no single student gets a CGPA of (4) on any level in any faculty, the student with the highest CGPA gets a 100% discount (of the tuition fees only),  provided that his/her CGPA is (3.6) or higher.

In the case that two students get the highest and the same CGPA, the discount is equally split between both of them.

In the case that three or more students get the highest and the same CGPA, they can benefit from the discounts of the gifted student (discussed in the Third Section above) according to their CGPA.

Fifth: Other Grants and Discounts:

1- A 25% discount on the tuition fees is aimed at those whose fathers are (armed forces or police martyrs.  In this case, the student’s CGPA should be (3) or higher to keep this discount for the following years.

2- A 15% discount on the tuition fees is aimed at those whose fathers work in armed forces or police. This discount is available only for one academic year.

3- A 25% discount on the tuition fees is aimed at those whose fathers work for the university (academic and administrative staff). This discount continues for the following academic years of the student only in case that his/her CGPA is (3) or higher.

4- A 15% discount on the tuition fees is aimed at those whose fathers work as academic staff of other governmental universities. This discount is available only for one academic year.

5- A 25% discount on the tuition fees is aimed at students with disabilities. In this case, the student is required to present medical or governmental statements that report the disabilities. The student also is required to go through a medical examination by the medical department of the university. This discount continues for the following academic years of the student only in case that his/her CGPA is (3) or higher.

6- A 15% discount on the tuition fees is aimed at athletically inclined students that achieved one of the top three places in a national championship. In this case, the student is required to present his/her championship certificate attested by the Ministry of Youth and Sports or Ministry of Education. This discount is available only for one academic year.

7- A 30% discount on the tuition fees is aimed at athletically inclined students that achieved one of the top three places in an international championship. In this case, the student is required to present his/her championship certificate attested from the Ministry of Youth and Sports or Ministry of Education. This discount continues for the following academic years of the student only in case that his/her CGPA is (3) or higher.

8- A 15% discount on the tuition fees is aimed at a currently enrolled student’s siblings (regardless of how many they are), but not the currently enrolled student himself/herself. In case that there are siblings that are accepted for the same academic year, the discount is only applied to the student accepted in the faculty with the higher fees. This discount continues for the following academic years regardless of his/her CGPA. Also, this discount continues only when the other sibling remains enrolled in the university during the same semester. The only exceptions for this are the cases in which:

  • the sibling defers the academic year
  • the sibling drops out of courses

This discount is also applicable for siblings in the two branches of the university. In this case, the student is required to present a statement that shows that his sibling is already enrolled in the other branch during the same semester. This is accomplished by the coordination between the two branches.

9- A 5% discount on the tuition fees is aimed at those who pay the full academic year fees (counting for 35 credit hours) during the grace period of the first installment with no fines. This discount can be applied in parallel with other discounts mentioned above, provided that the other is not a 100% discount. This 5% discount is only applied during the due date of the fourth installment of the same year.

Article (3)

Regulations

1- All aforementioned discounts are available only for Egyptians.

2- All discounts are applicable only for Fall and Spring semesters.

3- It is not applicable to benefit from two discounts at once (except for the 5% discount discussed in Article 2, Fifth, 9), and if two discounts are available to a student, the higher one is applied.

4- All discounts are applicable only for the regular periods of study in the various faculties in which each student is enrolled, and they are as follows:

  • Practical faculties: 5 academic years (or 10 semesters for students enrolled in Spring)
  • Theoretical faculties: 4 academic years (or 8 semesters for students enrolled in Spring)
