Article (1): Action philosophy of scholarships and discounts system

Scholarships and discounts are awarded to students to achieve the following goals

Social dimension : To relieve the burden on some students who are financially and economically unable to continue their education.
Academic dimension : To encourage and attract scientifically and athletically excellent students to join the university, which raises the scientific level of the university and to give an example and motivate the rest of the university students to be scientifically and athletically excellent to gain those scholarships.

Economic dimension : To encourage some classes to join the university.
Developmental dimension and citizenship : to lift some of the burden on the people of Sinai to continue their education in order to develop this precious part of Egypt land.

Article (2): Rules of scholarships and discounts

Scholarships of North Sinai and Ismailia governorates’ residents

The people of Central Sinai enjoy a 100 % discount on expenses (free scholarships) at the Al-Arish branch, in addition to granting 250 pounds per month, provided that he is born in Central Sinai, his parents are of Central Sinai citizens and that he holds all pre-university: Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School from North Sinai Governorate, as a contribution from the university in the development of this important region of Sinai. For the student to continue obtaining this scholarship, he must obtain a GPA of at least 2.0 in the following years (The scholarships of Central Sinai students are available for the Faculties of Engineering, Information Technology, Administration and Information).
Cutting 15 % of the tuition fees for the students of Arish branch, of the residents of North Sinai, if any of the following conditions are met : • The student is of the residents of North Sinai and born in it (according to the birth certificate). • The student holds all pre-university certificates from North Sinai Governorate (Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School) • The student's parent (the father or the mother) is born in North Sinai (according to the birth certificate). • The student's parent is working in North Sinai Governorate, provided that he is insured by the social insurance for a period of not less than 10 consecutive years in northern Sinai by submitting a letter from the insurance authority or the employer stamped by the emblem of the Republic, indicating the work duration in the governorate). For the student to continue to be granted this discount after his first academic year at the university, he must obtain a GPA not less than 2.0 in each academic year.

Cutting 50 % of the tuition fees for the students of Kantara branch, of the residents of North Sinai or Ismailia, for the colleges of information technology, business administration and information, if they meet any of the following conditions : • The student is of the residents of North Sinai Governorate or Ismailia Governorate and is born in it (according to the birth certificate) or the student’s parent is working in North Sinai Governorate or Ismailia Governorate provided that he is insured with social security for a period of not less than 10 consecutive years in North Sinai Governorate or Ismailia Governorate) subject to submitting an insurance letter from Insurance Authority or the employer sealed by the emblem of the Republic, indicating the work duration in the governorate) or the student holds all pre-university certificates from North Sinai Governorate or Ismailia Governorate, which are (Primary, Preparatory and Secondary certificates ether Public or Al-Azhar High School) from North Sinai or Ismailia Governorate, or the student’s parent (the father or the mother) is born in North Sinai Governorate (according to the birth certificate). For the student to continue to be granted this discount after his first academic year at the university, he must obtain a GPA not less than 2.0 in each academic year.

Second: Academic Excellence discounts

Students who have a certificate of (public or Al-Azhar high school) are granted discounts on tuition fees during the first year of enrollment according to the total degrees of the student in the public or Al-Azhar high school as follows :

The percentages of the total degree mentioned in the previous tables are reviewed annually according to the minimum total needed to apply to each college and decided by the Council of Private Universities.

The academically excellent university students on the various stages of studying shall be granted the following discounts distributed according to the segments of their GPAs:

The discount due to academic excellence is recorded for each semester separately according to the student GPA in the previous semester

After the first academic year and in the event that none of the students receive a GPA of 4.0, the student with the highest GPA in the specialization shall be granted a 100% discount on the tuition fees in the following semester, with GPA minimum of 3.6 for the students enrolled in the university at the fall of 2018 and beyond and GPA of 3.7 for the students enrolled in the university before the fall of 2018. In case two students are equal in GPA, the discount will be divided equally between both of them, and in case of more than two students are equal, the regular segments mentioned in the previous tables shall be applied.

Third: Discounts for some social classes

1. 15 % discount of the tuition fees for the students who excel in sports, achieving the first three positions in the Republic championship, with submitting the supporting certificates which are approved by the Ministry of Youth and Sports or the Ministry of Education, for one academic year only
2. 30 % discount of the tuition fees for those who achieve the first three positions in international tournaments, with providing the supporting certificates approved by the Ministry of Youth and Sports or the Ministry of Education for the student to continue to be granted this discount, he must obtain a GPA not less than 3.0 in the following years.
15 % discount of tuition fees for sibling students except for the older student (regardless of their number) and in the case of admitted siblings in the same academic year, the discount is granted to the student admitted to the higher college in relation to the tuition fees and this discount is not related to the GPA. The older student does not deserve any sibling discounts in the event that the younger brother takes advantage of any discount associated with the GPA. The sibling discount is automatically canceled for the student who benefits from the discount in the following cases : • Sibling discontinuity • Sibling graduation • Sibling withdrawal • The final dismissal of the sibling • Postponing the study for the sibling

25 % discount of the tuition fees for the children of the faculty teaching staff and other workers at the University of Sinai. For the student to continue to be granted this discount, he must obtain a GPA of at least 3.0 in the following years.
15 % discount of the tuition fees for the children of current and former armed forces and police officers, for one academic year only.
25 % discount for the children of martyrs, officers and non-commissioned officers, soldiers of the armed forces and the police. For the student to continue to be granted this discount, he must obtain a GPA of at least 3.0 in the following years.
15 % discount of the tuition fees for the children of the faculty teaching staff in the Egyptian government universities, for one academic year only.
5 % discount of the tuition fees in the event that the academic year fees is paid in full or an equivalent value of (35 credit hours) in the first installment, provided that this discount is additional to any discount determined by the bylaw .

Article (3)

It is not applicable to combine more than one discount for single student, and in the event that the student is entitled to more than one discount, the higher discount shallc v be applied, with the exception of only students who have obtained a discount by the community committee in addition to a discount determined by the bylaw.

Article (4)

The Prof. Chairman of the Board of Trustees may provide community-based scholarships, whether full or reduced scholarship and it is required for the continuation of the scholarships the student to obtain GPA of at least 3.0 as of the academic year 2018 - 2019 and 2.4 for the students enrolled prior to that.

Article (5): The Implementation process of free and reduced

Free and reduced scholarships are given to Egyptian students only.
The Office of Scholarships and Discounts shall register all scholarships and discounts of all kinds in accordance with these bylaws.
The Office of Scholarships and Discounts will lower the bylaw discounts based on an approved and stamped statement from the Registration Department indicating that the student is entitled to the discount.
The financial department reviews scholarships and discounts prior to activating them on the system, and in case of an error, the Scholarships Administration to be referred to for review, provided that any amendment or deletion shall be made through the Scholarships Administration only.
It is not applicable for the student to register excellence discount in the public or Al-Azhar high school for a student except for the first academic year only.

Scholarships and discounts for the old students shall be applied to the second and fourth installments of each academic year.
Scholarships and discounts for the new students shall be applied to the fourth installment in accordance with the rules established at the university, provided that the student regularly attends university at the two academic semesters (fall - spring).
The excellence discount of GPA shall be granted to the student regularly attending the university and is canceled with a retroactive effect and to be paid as a debt if the student withdraws, and to be effective to the students enrolled in the university in the academic year 2020/2021.
Scholarships and previous discounts shall be for two semesters: autumn and spring, and they do not include the summer semester (Summer).

مادة (1):

فلسفة العمل بنظام المنح والتخفيضات

يتم منح المنح والتخفيضات الدراسية للطلاب لتحقيق الأهداف التالية:

البعد الإجتماعى: لرفع العبء عن بعض الطلاب الغير قادرين ماديا واقتصاديا لمواصلة تعليمهم.
البعد الأكاديمي: لتشجيع وجذب الطلاب المتفوقين علميا ورياضيا للالتحاق بالجامعة مما يرفع من المستوى العلمي للجامعة ولإعطاء قدوة وتحفيز باقي طلاب الجامعة على التفوق العلمى والرياضي للحصول على هذه المنح.
البعد الإقتصادى: لتشجيع بعض الفئات للالتحاق بالجامعة.
البعد التنموى والمواطنة: لرفع بعض العبء عن ابناء سيناء لمواصلة تعليمهم لتنمية هذا الجزء الغالي من أرض مصر.

مادة (2):

القواعد الخاصة بالمنح والتخفيضات

منح أبناء محافظتي شمال سيناء والاسماعيلية

يتمتع ابناء وسط سيناء بخصم قدرة 100% من المصروفات (منح مجانية) بفرع العريش وهذا بالإضافة الى صرف مبلغ 250 جنيه شهريا ، بشرط أن يكون من مواليد وسط سيناء ومن ابوين من مواطني وسط سيناء وأن يكون حاصلاً على كافة الشهادات قبل الجامعية ( الابتدائية والإعدادية والثانوية عامة أو أزهرية) من محافظة شمال سيناء، وذلك مساهمة من الجامعة في تنمية هذه المنطقة الهامة من سيناء ويشترط لاستمرار حصول الطالب على هذه المنحة حصوله على معدل تراكمي CGPA لا يقل عن 0 في الأعوام التالية

(منح أبناء وسط متاحة لكليات الهندسة وتكونولوجيا المعلومات والادارة والاعلام).

اعفاء 50% من المصروفات الدراسية لطلاب فرع القنطرة من أبناء محافظة شمال سيناء أو محافظة الإسماعيلية وذلك لكليات (تكنولوجيا المعلومات وإدارة الأعمال والإعلام) إذا توفرت فيهم أي من الشروط التالية:
أن يكون الطالب من أبناء محافظة شمال سيناء او محافظة الاسماعيلية ومن مواليدها (طبقا لشهادة الميلاد) أو يكون ولي أمر الطالب من العاملين بمحافظة شمال سيناء او محافظة الإسماعيلية بشرط أن يكون مؤمن عليه بالتأمينات الاجتماعية لمدة لا تقل عن 10 سنوات متصلة بمحافظة شمال سيناء أو محافظة الاسماعيلية )وﺫﻟﻚ ﺑﺈﺣﻀﺎﺭ خطاب ﺗﺄﻣﻴﻨﻲ ﺃﻭ ﻣﻦ ﺟﻬﺔ ﺍﻟﻌﻤﻞ ﻣﺨﺘﻮﻡ ﺑﺸﻌﺎﺭ ﺍﻟﺠﻤﻬﻮﺭﻳﺔ ﺑﻤﺪﺓ ﺍﻟﻌﻤﻞ ﺑﺎﻟﻤﺤﺎﻓﻈﺔ( أو يكون الطالب حاصل على كافة الشهادات قبل الجامعية من محافظة شمال سيناء أو محافظة الإسماعيلية ( الابتدائية والإعدادية والثانوية عامة او أزهرية ) أو يكون ولي أمر الطالب (الوالد أو الوالدة) من مواليد محافظة شمال سيناء او محافظة الاسماعيلية (طبقا لشهادة الميلاد)

ويشترط لاستمرار منح الطالب هذا التخفيض بعد عامه الدراسي الأول بالجامعة حصوله على معدل تراكمي لا يقل عن 2.0 في كل عام دراسي.

إعفاء 15% من المصروفات الدراسية لطلاب فرع العريش من أبناء محافظة شمال سيناء إذا توفرت فيهم أي من الشروط التالية:

أن يكون الطالب من ابناء محافظة شمال سيناء ومن مواليدها (طبقا لشهادة الميلاد).
أن يكون الطالب حاصل على كافة الشهادات قبل الجامعية من محافظة شمال سيناء (الابتدائية و الإعدادية والثانوية عامة او أزهرية).
أن يكون ولي أمر الطالب (الوالد أو الوالدة) من مواليد محافظة شمال سيناء (طبقا لشهادة الميلاد)
أن يكون ولي أمر الطالب من العاملين بمحافظة شمال سيناء بشرط أن يكون مؤمن عليه بالتأمينات الاجتماعية لمدة لا تقل عن 10 سنوات متصلة بشمال سيناء )وﺫﻟﻚ ﺑﺈﺣﻀﺎﺭ خطاب ﺗﺄﻣﻴﻨﻲ ﺃﻭ ﻣﻦ ﺟﻬﺔ ﺍﻟﻌﻤﻞ ﻣﺨﺘﻮﻡ ﺑﺸﻌﺎﺭ ﺍﻟﺠﻤﻬﻮﺭﻳﺔ ﺑﻤﺪﺓ ﺍﻟﻌﻤﻞ ﺑﺎﻟﻤﺤﺎﻓﻈﺔ(

ثانيا : تخفيضات الثانوية العامة والأزهرية

يمنح الطلبة الحاصلون على شهادة (الثانوية العامة أو الازهرية) تخفيضات على المصروفات الدراسية خلال العام الاول للالتحاق طبقا للمجموع الحاصل عليه الطالب في الثانوية العامة أو الازهرية كالتالي:

و يتم مراجعة النسب المئوية للمجموع الواردة بالجداول السابقة سنويا طبقا للحد الادنى للمجموع اللازمة للتقدم لكل كلية والمقرر من مجلس الجامعات الخاصة والأهلية.

يمنح الطلبة المتفوقون دراسيا من طلبة الجامعة في المراحل الدراسية المختلفة التخفيضات التالية والموزعة وفقا لشرائح معدلهم التراكمي (CGPA):

يسجل خصم التفوق الدراسي كل فصل دراسي على حدة وفقا للمعدل التراكمى للطالب في الفصل الدراسي السابق

3- بعد العام الدراسي الأول وفي حالة عدم حصول اي من الطلاب على معدل تراكمي 4.0 يمنح الطالب الحاصل على أعلى معدل تراكمى في التخصص خصم مقداره 100% من الرسوم الدراسية في الفصل الدراسي التالي وبحد أدنى CGPA 3.6 للطلاب الملتحقين بالجامعة خريف 2018 وما بعدها و CGPA 3.7 للطلاب الملتحقين بالجامعة قبل خريف 2018 وفي حالة ﺗﺴﺎﻭﻱ طالبين ﻓﻲ ﺍﻟﻤﻌﺪﻝ ﺍﻟﺘﺮﺍﻛﻤﻲ يتم ﺗﻘﺴﻴﻢ ﺍﻟﺨﺼﻢ ﻋﻠﻴﻬﻢ بالتساوى وفي حالة تساوي اكثر من طالبين تطبق عليهم الشرائح العادية المذكورة في الجداول السابقة.

ثالثاً

تخفيضات بعض الفئات المجتمعية

تخفيض 15% من المصروفات الدراسية للطلاب المتفوقين رياضيا الحاصلين على المراكز الثلاث الاولى ببطولة الجمهورية مع تقديم الشهادات الدالة على ذلك معتمدة من وزارة الشباب والرياضة او وزارة التربية والتعليم وذلك لعام دراسي واحد فقط.
تخفيض 30% من المصروفات الدراسية للحاصلين على المراكز الثلاث الاولى للبطولات الدولية مع تقديم الشهادات الدالة على ذلك معتمدة من وزارة الشباب والرياضة او وزارة التربية والتعليم ويشترط لاستمرار منح الطالب هذا التخفيض حصوله على معدل تراكمي لا يقل عن 0 في الاعوام التالية.

تخفيض 15% من المصروفات الدراسية للطلاب الاشقاء ماعدا الطالب الأقدم (بصرف النظر عن عددهم) وفى حالة وجود اشقاء مقبولين في نفس العام الدراسي يتم منح التخفيض للطالب المقبول في الكلية الاعلى في المصاريف الدراسية ولا يرتبط هذا التخفيض بالمعدل التراكمي.

و لا يستحق الطالب الاقدم أي تخفيض للأشقاء في حالة استفادة الشقيق الأصغر لأي خصم مرتبط ب CGPA

ويلغى خصم الاشقاء تلقائيا للطالب المستفيد من الخصم في الحالات الأتية:

انقطاع الشقيق
تخرج الشقيق
انسحاب الشقيق
الفصل النهائي للشقيق
تأجيل الدراسة للشقيق

تخفيض 25% من المصروفات الدراسية لأبناء أعضاء هيئة التدريس وغيرهم من العاملين بجامعة سيناء ويشترط لاستمرار منح الطالب هذا التخفيض حصوله على معدل تراكمي لا يقل عن 3.0 في الاعوام التالية.

تخفيض 15% من المصروفات الدراسية لأبناء ضباط القوات المسلحة والشرطة الحاليين والسابقين وذلك لعام دراسي واحد فقط.

تخفيض 25% لأبناء الشهداء من ضباط وضباط صف وجنود القوات المسلحة والشرطة ويشترط لاستمرار منح الطالب هذا التخفيض حصوله على معدل تراكمي لا يقل عن 0 في الأعوام التالية.

تخفيض 15% من المصروفات الدراسية لأبناء أعضاء هيئة التدريس بالجامعات الحكومية المصرية وذلك لعام دراسي واحد فقط.

تخفيض 5% على الرسوم الدراسية في حالة سداد العام الدراسي بالكامل او ما يعادل قيمة (35 ساعة معتمدة) في القسط الأول على ان يكون هذا التخفيض إضافي مع أي تخفيض مقرر باللائحة.

مادة (3):

لا يجوز الجمع بين أكثر من تخفيض واحد للطالب الواحد وفي حالة استحقاق الطالب لأكثر من تخفيض يتم احتساب التخفيض الاعلى ويستثنى من ذلك فقط الطلاب الحاصلين على تخفيض اللجنة المجتمعية بالإضافة إلى تخفيض مقرر باللائحة .

مادة (4):

للسيد الدكتور رئيس مجلس الأمناء تقديم منح دراسية مجتمعية سواء كانت منحة كاملة او مخفضة ويشترط لاستمرار هذه المنح حصول الطالب على معدل تراكمي CGPA لا يقل عن 3.0 وذلك إعتبارا من العام الجامعى 2018–2019 وعن 2.4 للطلاب المستحقين قبل ذلك.

مادة (5): تنظيم العمل بالمنح الدراسية المجانية والمخفضة

المنح الدراسية المجانية والمخفضة تعطى للطلاب المصريين فقط .
يقوم مكتب المنح والتخفيضات بتسجيل جميع المنح والتخفيضات بجميع أنواعها وفقا لهذه اللائحة.
يقوم مكتب المنح والتخفيضات بإنزال التخفيضات اللائحية بناء على إفادة معتمدة ومختومة من إدارة التسجيل بأحقية الطالب في التخفيض.
تقوم الإدارة المالية بمراجعة المنح والتخفيضات قبل تفعيلها على النظام وفي حالة وجود خطأ يتم الرجوع لإدارة المنح للمراجعة على أن يكون التعديل أو الحذف عن طريق إدارة المنح فقط.
عدم السماح بتسجيل خصم تفوق في الثانوية العامة أو الأزهرية للطالب إلا للعام الدراسي الأول فقط.
تطبق المنح والتخفيضات للطلاب القدامى على القسطين الثانى والرابع من كل عام دراسي.
تطبق المنح والتخفيضات للطلاب الجدد على القسط الرابع وفقا للقواعد المقررة بالجامعة وذلك بشرط انتظام الطالب في الدراسة بالجامعة خلال الفصليين الدراسيين (خريف – ربيع).
خصم التفوق CGPA يمنح للطالب المنتظم في الجامعة ويلغى بأثر رجعى ويسدد كمديونية في حالة انسحابه وذلك بدءا من الطلاب الملتحقين بالجامعة في العام الدراسي 2020/2021.
المنح والتخفيضات السابقة تكون للفصلين الدراسيين خريف وربيع ولا تشمل الفصل الصيفى (Summer ).
